This guy is a very well known man in the City of Purmerend, The Netherlands.
This guy is mentally handicapped, and the local police give him a new uniform every time they get new ones. he used to arrange the traffic on a very busy spot in Amsterdam, but that didnt work out, as it was far to dangerous.
the changes are, that this man is the only police officer people from Purmerend actualy listen to (although, officialy, he is not a police officer.
So, no, this guy is not looking for evidence.
