Big vehicle getting a blur by google

Looks like a truck or bus in front of the StreetView car is getting a blur by google. Why?

After looking carefully for reflections I can make for sure make out a police car, I can only imagine that there is an arrested person on the back seat, maybe even looking back at the streetview car (most police cars in the UK don’t have tinted windows). Could be…
