In fact, these are mannequins of the characters. They were probably placed there between 2022 and 2023.

The headless woman of West Third Avenue
If you look at Third Avenue Auto’s site, you can see a photo of the pedal car the headless woman’s astride in the Streetview picture. I wrote them and asked they knew Streetview would be passing by and set that up, or if the lady was unwittingly ready for her cameo.
