Looks like a Google Maps Street View protester in California tried to stop the camera from following her.
Image was taken in August 2007 according to Google. Looks like she is standing on top of the street view car and doing something with a towel.
Most likely she is the driver of the Google car and it’s not part of a protest against Google. Funny tshirt.
